عاش الشهيد فوقا في القرن الثاني وكان اسقف سينوبي على البحر الأسود. تقول مخطوطة قديمة تعود الى نهاية القرن الخامس للميلاد انه كان شفيع الملاحين في فينيقيا وتذكر كنيستين بنيتا على اسمه احداهما خارج مدينة طرابلس، والاخرى في صيدا على بقايا منزل المرأة الكنعانية التي أتت الى يسوع ملتمسة شفاء ابنتها (متى 15 : 12- 28).
وفي ذات يوم قصد سينوبي عدد من الجنود يطلبون فوقا ويحملون أمرا بقتله بسبب اعتناقه المسيحية. استقبلهم من غير ان يعرفوه واستضافهم في بيته. وبعد ان أقام لهم مأدبة عشاء ورتب لهم ليناموا وقضى هو الليل كلّه يحفر قبرا في حديقة منزله. وفي الصباح اخبرهم انه هو المدعو فوقا، فنفّذ الجنود اوامرهم مكرهين.
