Este perd\u00f3n incluy\u00f3 a todos los dem\u00e1s obispos exiliados. Atanasio lleg\u00f3 a Alejandr\u00eda el veintitr\u00e9s de noviembre del mismo a\u00f1o. Los arrianos estaban perturbados y buscaban, tanto en Oriente como en Occidente, reconocer la autoridad de su candidato Bestos sobre la Iglesia de Alejandr\u00eda. Escribieron a todos los obispos del mundo sobre esto. Enviaron a Ulises, obispo de Roma, un sacerdote llamado Macario y dos di\u00e1conos para informarle de las decisiones del Concilio de Tiro y convencerlo de la legalidad de su acci\u00f3n y de la necesidad de su reconocimiento como su obispo. Los obispos ortodoxos egipcios celebraron un concilio en el a\u00f1o 338 para estudiar la situaci\u00f3n y tomar las medidas necesarias. Tomaron la decisi\u00f3n de apoyar a su obispo, Atanasio, y criticar la decisi\u00f3n del Concilio de Tiro. Escribieron una carta de paz sobre todo esto y la dirigieron a Ulises, obispo de Roma, y a todos los obispos del mundo. Y a los tres emperadores, sucesores de Constantino.<\/p>\n<p>  <!--more-->  <\/p>\n<p>Julio, el obispo de Roma, invit\u00f3 a su colega Atanasio a Roma y envi\u00f3 a dos sacerdotes a Oriente para invitar a los obispos arrianos y a otros a un concilio ecum\u00e9nico en Roma para decidir sobre el tema actual. A principios de 340, los obispos arrianos rechazaron la propuesta de Julio y protestaron contra la reconsideraci\u00f3n de un caso oriental decidido por un concilio oriental y amenazaron con romper relaciones con \u00e9l si reconoc\u00eda a Atanasio. Los obispos m\u00e1s famosos que firmaron esta protesta fueron Vlakilos, obispo de Antioqu\u00eda, y Eusebio, obispo de Constantinopla. Este \u00faltimo logr\u00f3 destituir a Pablo -Pablo el Confesor- de la sede de Constantinopla, lo reemplaz\u00f3 y nombr\u00f3 a Anfionto su sucesor en Nicomedia. En cuanto a Eusebio de Nicomedia, fue asesinado antes de esta protesta.<\/p>\n<p>Julius respondi\u00f3 con fuerza a esta protesta, afirmando que &quot;todos&quot; los obispos deben ser informados de las decisiones tomadas para que &quot;todos&quot; puedan participar en el descubrimiento de la verdad. Algunos estudiosos de la hermana Iglesia latina ven evidencia en esta respuesta a la autoridad de Roma. Es una ampliaci\u00f3n de la conclusi\u00f3n que no est\u00e1 aprobada por las reglas de la l\u00f3gica. Lo \u00fanico que se puede decir es que el obispo de Roma exigi\u00f3, en su respuesta, que \u201ctodos\u201d los obispos de la Iglesia universal sean informados y se impliquen en la realizaci\u00f3n de la verdad. Reconocer la autoridad de \u201ctodos\u201d, es decir, de los concilios ecum\u00e9nicos, es un hecho hist\u00f3rico cristiano claro sobre el cual no hay dos personas que est\u00e9n en
